This was a virtual meeting that had a total of 25 Township employees, Trustees & Viewers. Supervisor Langlotz-Johnson commented that this is the highest number she has seen at a meeting. 
 
The Board approved the following:
  • Town Fund ($1,968,230), General Assistance ($233,600) & Road District ($2,255,000) Levy
  • Creating a committed fund balance designated for employer health and welfare benefits
  • Amended 2021 Township Meeting Schedule
  • Approved 2021 Contract Extension for Township Center Lawn Maintenance for Fleck’s Landscaping of Wheeling, IL--$4525
  • Approved 2021 Contract Extension for Township Cemeteries Lawn Maintenance for Milieu Design Inc of Wheeling, IL--$13,635
  • Approved Township Center & Cemeteries Weed & Fertilization Proposal from Midwest Best Landscape
Supervisor Langlotz-Johnson is looking into a lab that will test staff and their household members and food pantry volunteers once a week for COVID-19. Test results will be returned within 48 hours. She is hoping to start this program before the holidays. 
 
The Supervisor is also looking into testing in the Northwest section of Palatine. She's thinking of renting out a space in the shopping center near Walmart for free COVID-19 tests for the community. The lab would charge insurance if people have it, or the State of Illinois for those who don't have insurance. She is hoping to have this set up in January. It would be the same test that is given at Arlington Race Track.
Palatine Township Board of Trustees

The Board recalled certain Finance Committee Meeting Minutes because they were being updated after the Board approved them. In the future, additional information will be added to the next meeting's minutes under Unfinished Business.
 
The Board discussed the 2020 Tax Levy and decided to keep the levy at 3%. They will make this official with a vote at the next Board Meeting.
 
The Board approved a window replacement contract not to exceed $65,000 to All American Exterior Solution. 
 
The Board approved the 2021 Township Holiday schedule and 2021 Township Meeting schedule. Later in the meeting, the Board discussed consolidating meeting nights, so this schedule will likely be changed at the next Board Meeting.
 
The Board made a motion to transfer $5,000 from the General Assistance Fund to line item 5135. This led to a discussion about the division of responsibilities between the Board and the Township Supervisor. The Township lawyer was on hand to answer questions. The Board passes the Township budget and can make line item amendments as long as they don't surpass 10% of the budget. If they do, they must have a public meeting about the adjustments. The Supervisor must be given appropriate funds to run the General Assistance Program. In this case, Supervisor Langlotz-Johnson wanted to wait to transfer money from the General Assistance Fund until later in the fiscal year. The Board asked her to transfer funds because line item 5135 is already depleted and it is best practice to not have a line item in the red. Supervisor Langlotz-Johnson amended the motion to transfer $15,000 instead. The Board did not approve. Trustee Kern amended the motion to transfer $10,000 and the Board approved.
 
Supervisor Langlotz-Johnson shared that Cook County will not be awarding COVID grant money to townships.
Palatine Township Board of Trustees

Discussions of interest:
The Board approved a change to employee vacation accrual. Each employee will now earn 1 hour of vacation for each 26 hours worked, equaling 2 weeks of vacation for 35 & 40 hour employees. Trustee Kern dissented because she doesn't think it's equitable for 35 & 40 hour employees to have the same number of vacation days. 
 
A bid of $4940 from Doors Done Right, Inc. was approved to replace a door and make it ADA compliant. 
 
A bid of $58,477 from Insulated Roofing Contractors was approved.
 
An approval narrowly passed to create a CD with Palatine Bank & Trust. Trustee Kern voted no out of concern that non-elected officials were signing off on it. Trustee Kincaid voted no because one of the points gave authority to open an account to others besides the Supervisor and Treasurer. Supervisor Langlotz-Johnson assured him this would never happen. 
 
The trustees expressed concerns about the cost of COVID supplies and how it is affecting the budget. These are concerns that initially came up at the Finance Committee Meeting. Trustee Kern sent Supervisor Langlotz-Johnson a copy of the draft minutes, including specific questions they hoped to discuss at the Board of Trustees Meeting. Supervisor Langlotz-Johnson did not read the minutes because they hadn't yet been approved. She consented to answer some questions at the Board of Trustees meeting. She passed out an incomplete list of COVID related purchases. She said the purchases total about $17,000, which is low compared with what some townships have paid, and doesn't expect this will significantly affect the budget. She said the Township is applying for grants to get some funds reimbursed, though she didn't mention any specifics. The trustees thanked her for applying for grants, but noted they didn't realize this was happening and asked for more communication around this issue.
 
The trustees discussed whether to include advertisements in their newsletters. The cost of mailing newsletters is increasing and the Trustees discussed including advertisements in the newsletter to offset this. this would be a way to offset those increases. The printer would sell the ad spots and the Township would have final say over which ads are approved. The Trustees were split on the issue but generally agreed that ads could be used as a trial for one issue, with the possibility of asking the public to comment. No action was taken at this meeting. 
 
The 120 year old Hillside Cemetery Cannon was restored through a partnership of Palatine Township Road District, Palatine Historical Society and a couple local businesses. Through the generosity of the partners, the project had no cost. Joe Petykowski, Palatine Historical Society President, presented the project.

Discussions of interest:
The consolidation of the township's 5 checking accounts into one at Cornerstone Bank that was done by the Township Supervisor, Sharon Langlotz-Johnson.  Trustee Kincaid was concerned that the amount in this checking account would exceed the FDIC insurance limit of $250,000.  Supervisor Johnson stated that the bank had no concerns. Discussion regarding this issue was long and contentious. Supervisor Johnson said that she would invite a representative from the bank to the next board meeting.  Trustee Kern also was concerned about the Treasurer having the ability to do this without previous board approval. A motion was made and passed to have this policy put on the next board meeting's agenda.
 
Another contentious discussion centered around the approval of payroll and bills for the Road District because it included a voucher for $50,000 and a voucher for $100,00 for Cornerstone Bank.  Supervisor Johnson stated several times that as Board Treasurer she could do that. The roll call vote on paying the payroll and bills was defeated, and Supervisor Johnson instructed Ken Lopez to "hold off paying all the bills." This was revisited at the end of the meeting and a motion to pay the bills without approving the 2 vouchers was made and passed. Supervisor Johnson said, 'You can pull this out, but it won't matter because it doesn't need board approval. I can do that as Treasurer. "
 
Supervisor Johnson stated that she picked Cornerstone bank because it hadn't made any political contributions and wanted to avoid any impropriety.  Commissioner Aaron Del Mar informed her that he had received a $500 political contribution from the bank.

A proposed payment of $5,000 to Golden Years, a senior center in Rolling Meadows that is run by the Rolling Meadows Park District, was discussed.  There are 240 people in their service area that live in Palatine Township.

 Trustees attending included Supervisor Sharon Langlotz-Johnson, and Trustees Susan Kern, Bill Pohlman, and Ray Kincaid. Trustee A.J. Kalkounos was absent.  Palatine Township Highway Commissioner Aaron Del Mar also attended.
 
Approval of Minutes and Reports
 
The Palatine Township Trustees approved Minutes from the Board Meeting for the May 20, 2019 meeting and the COW (June 10, 2019) meeting.  Township Elected Official reports from June, 2018, and payroll and bills for the Town Fund, General Assistance and the Road District were also approved. Supervisor Langlotz-Johnson would like to see the zero
 
Old Business
 
The board discussed the Amended Alcohol and Drug Free Workplace policy in light of recently passed legislation legalizing personal use of cannabis beginning January 1, 2020. The amended Alcohol and Drug Free Workplace policy calls for Zero Tolerance for cannabis to be continued after the new law legalizing cannabis goes into effect. Some members of the board had questions about the accuracy of the tests currently used to detect cannabis use. Supervisor Langlotz-Johnson stated that she would like to see the zero-tolerance policy for cannabis extended to all employees.
 
The Board of Trustees also discussed the General Assistance Office Design Review. This renovation includes the installation of anti-ballistic glass in the office.  A payment of  $1,500.00 has already been made to J. Michael DeLapp - Architect  for design work on this project. The board voted in favor of making an additional payment of $7,500.00 to J. Michael DeLapp -Architect for upfront work.
 
New Business
 
A resolution authorizing an intergovernmental agreement between Palatine Township and the Palatine Township Road district was discussed.

Palatine Township Board of Trustees Meeting
February 25, 2019
Trustee Ray Kincaid and Township Assessor Terry Kelly were absent.
These are the highlights:
• Blue Star presentations to Thomas and Irene Oi, parents of Elizabeth Oi and Ajay and Madhu Arya, parents of Shiv Ajay.
• Board discussed and approved a policy regarding remote attendance. A trustee can only vote on something if they are present for the entire discussion.
• Discussed paying a bill to cover the cost of lawyer fees in creating a contract to allow government workers who were not receiving paychecks during the government shut-down to get interest free loans. The money came out of General Assistance and it was designated as administrative. The bill was $1,375. Trustee Kern was the only one who didn't vote to approve this expenditure.

Palatine Township Board of Trustees Meeting
December 17, 2018

These are the highlights:
  • The board hired a parliamentarian, Sadie Boles, who was present at the meeting.
  • Approximately $5700 in additional revenue would go to the Township if there were $10,000,000 of new construction in the Township, with the current 2.1% increase in levy rate. This amount would be in addition to the 2.1% increase in levy.
  • The trustees approved the 2018 Town Fund and GA proposed tax levies in the amount of $1,915,112 for Town Fund, $230,000 for GA, for a total of $2,145,112.
  • Discussed the estimated Road District levy in the amount of $2,580,000. Supervisor Johnson pointed out that the Road District has gotten more money over the past 6 years than requested, $574,898, and asked that Highway Commissioner Aaron Del Mar not take the 3% extension. Aaron Del Mar disputed these numbers and refused to agree to do it.
  • Discussed the purchase of a Para-transit bus. The county approved a grant of $45,000 toward the purchase cost. The estimated cost of hiring an additional driver was $46,000.
  • The choice of the passenger size of the bus was discussed. The board approved the purchase of a 12 passenger bus that could accommodate up to 4 wheelchairs.

Supervisor Sharon Langlotz-Johnson was not able to attend. The meeting was conducted by Trustee Bill Pohlman.
 
Public Comment
 
Residents living in the residential area behind the daycare center playground adjacent to the Township office expressed concern regarding coyotes in their neighborhood. Recently brush and vegetation in this area was cleared and since then residents have noticed a substantial increase in coyotes.
 
Audit of  Payrolls and Bills
 
The Board discussed approval of payrolls and bill for the Town Fund, General Assistance, and the Road District.
 
New Business
 
Estimated 2017 Town Fund and General Assistance Levy was approved but can still be be revised (Ordinance #6-18).
 
Estimated 2017 Road District Levy was approved but can still be revised (Ordinance #7-18).
 
The PACE 2019 Para-transit Agreement was approved.
 
The Software License and Service Master Agreement with Cab connect was approved.
 
Proposals from Total Security Solutions for a security window at the main entrance to the Township building and from Vicarious Productions for consulting services were tabled.
 
The meeting then went into Executive Session.

Approval of Minutes and Reports
 
The Palatine Township Trustees approved Minutes from Board and COW meetings from September 10th through October 8th, accepted Township Elected Official reports from October, 2018, and accepted previously approved Committee Minutes from September 17, 2018, October 9, 2018, and October 28, 2017. Payroll and bills for the Town Fund, General Assistance, and the Road District were also approved.
 
New Business
 
The Board approved a proposal from Soundproof Chicago for installing soundproofing the large meeting room.
 
A proposal for the installation of a bulletproof security window at the main entrance to the building was also introduced. The Trustees and other attendees watched a video showing security windows that had been installed in similar government buildings. The cost of one security window would be approximately $20,000.00.  Initially discussion focused on how attractive the security windows were and how increased building security was an important priority. Then other attendees brought up questions concerning the costs involved and whether this type of security measure was necessary or practical. No decision was made concerning the security window.

Regular Meeting of the Board of Trustees of Palatine Township
August 27, 2018 - 7:00 PM

 
Highlights of the meeting were:
  • A new program to honor township centenarians was initiated by Lisa Moran. Mary Powers is the first resident to receive the Centenarian Recognition.
  • No other business of note was conducted.
  • The board went into closed session.
  • Meeting was adjourned about 7:30.
July 23, 2018
Trustee A.J. Kalkounos and Highway Commissioner Aaron Del Mar were not present.
Highlights of the meeting:
  • Public comment portion of meeting was a recognition of 2 retirees, Regina Glallomardo, a bus driver, and Jim Lopez, an Illinois Department of Veterans State Employee who helps veterans apply for disability. Regina has worked for 13 years at the township office and Jim has worked there for 2 years.
  • Audit that was conducted by Tighe, Kress and Orr was discussed. It is apparently very rare, but the township has net decrease in its IMRF pension liability. Most government bodies are experiencing increases in the net liability. Roads and bridges levy has remained flat over the past 10 years. It has more than the 6-12 months in reserve than is recommended. However, apparently there is a plan to spend the reserves.
  • Ben Metzler from RHMG Engineers, reported that six bids were received for the first phase of the sewer joint and manhole repairs. The board voted to accept the lowest bid of $22,800 from Performance Construction. Work will be completed by September.
  • Supervisor Johnson reported that there has been an increase in all township services. One example was that 34% more Easter baskets were given away.
  • A $250 credit card for Speedway was given to Palatine police to give to a transient person for transportation.
  • Approval of payroll and bills for General Assistance were discussed. Checks for Emergency Assistance are cut before Supervisor Johnson approves them. She has 30 days to do so. Four checks were reviewed by Sharon during the meeting, with her reasons for denying issuance of these checks. A total of $4,258 was removed. Trustee Kern asked about getting an amended sheet for her to sign and Sharon responded with "I know my job. I don't need you to tell me how to do it. You do your job and I'll do mine."
  • Approved putting an advisory referendum to reinstate the sweetened beverage tax. Aaron Del Mar is trying to get all government bodies in Cook County to support putting this on the November ballot. Discussion of Sharon's proposal to encourage people to vote no was discussed as something the board can't do.
  • Approved putting an advisory referendum to increase residential and senior homestead exemptions. Discussed how this might give seniors false hope that their property taxes would be lowered. Terry Kelly pointed out that this would result in increase in levies. The senior exemption was increased last year.
June 25, 2018 Palatine Township Board of Trustees Meeting
 
These are the highlights:
  • Approved consulting service agreement with Vicarious Productions, a public relations agency.
  • Discussed and approved the prevailing wage rate that is set by state statue. This hourly rate usually co-insides with union rates for electricians, roofers, etc.
  • Approval of bills for Town Fund and General Assistance was discussed. Some agencies are paid monthly, some quarterly, and some every other month. Discussed one provider that is paid for the service, not the hours it provides, to a seriously disabled individual.
  • Below ground gasoline tanks are being removed.
  • Highway Commissioner Aaron Del Mar was given permission to investigate higher yielding money market rates for its reserves.
  • About 2100 homes participated in a food drive for the food pantry.
  • The township is participating in a pilot program with the Palatine police to provide assistance over the weekend in the case of a domestic situation where someone needs to be housed.
May 21, 2018  Board of Trustees of Palatine Township  Meeting

Trustees attending included: Supervisor Sharon Langlotz-Johnson, and Trustees Susan Kern, A.J. Kalkounos, Bill Pohlman, and Ray Kincaid
 
William Bradish of Bradish Associates gave a presentation on insurance rates for Palatine Township for the next year. Rates will be increasing. Coverage includes claims for sexual harassment.
 
The status of the plan to hire a parliamentarian was discussed. The purpose of hiring a parliamentarian is to reduce conflict during Board of Trustee meetings. Palatine Township has been in contact with the National Association of Parliamentarians, and a parliamentarian may be attending the next Board of Trustees meeting.  The parliamentarian’s salary is estimated to be $75.00 per hour. There may also be charges for travel expenses.

April 23, 2018 Board of Trustees of Palatine Township Meeting
 
Trustees attending included Supervisor Sharon Langlotz-Johnson, and Trustees Susan Kern, A.J. Kalkounos, Bill Pohlman, and Ray Kincaid
 
Trustees approved a resolution recognizing Mary Hengels who is retiring after 16 years working for a Palatine Township.
 
Following discussion, trustees approved a General Assistance Budget of nearly $26,000.
 
Four people seeking to be appointed as Trustee to the Palatine Rural Fire Protection District spoke before the Palatine Township Board of Trustees stating why they were qualified to serve in this position. Sharon Langlotz-Johnson also read a statement from the current Palatine Rural Fire Protection District Trustee, Aaron Del Mar, stating why he wished to continue in this Trustee position. Sharon Langlotz-Johnson went on to say that she did not recommend re-appointing Del Mar because he already held two other tax payer supported positions in Palatine Township. After some discussion, the Board of Trustees voted 4 to 1 to reappoint Aaron Del Mar as Palatine Rural Fire Protection Board Trustee.

The meeting began at 7:00 p.m. as scheduled with the presentation of a Blue Star Banner to Dave and Jeanette Heckelsmiller, the parents of Adam Heckelsmiller who is currenty serving in the United States military.
 
The Board of Trustees approved the payroll and bills included in the audit.
 
Under new business, the budget approved ordinance Town Fund, General Assistance Fund, and Capital Improvement Fund was discussed but not approved.
 
  • Trustees Kern and Kalkounos voted NO
  • Supervisor Sharon Langlotz-Johnson believed that the trustees had already agreed to approve the budget and discussion followed
  • Purchase of a new bus for the township transportation program was the disputed issue.
  • Supervisor Langlotz-Johnson says that no expeditures will be permitted starting March 1st if the budget is not passed
  • Trustee Kalkounos asks if the board can meet again on Thursday March 1st to reconsider the budget and bus issues when Trustee Kincaid can also be in attendance
  • Trustee Kern says she is not available on March 1st
  • Board votes to meet again on March 1st

These are the highlights:
  • Discussion regarding line items in the budget that are over budgeted and if these could be transferred to other funds. This would have to be put on the agenda and voted on.
  • Approved a resolution to hire a parliamentarian.
  • The Highway Commissioner's budget was distributed. It will be reviewed by the Board for the next meeting.
  • Discussed voting and non-voting member’s absence and how/if it should be noted in the minutes if someone leaves early.
Palatine Township Board of Trustees Meeting December 18, 2017

These are the highlights:
• Discussion on using township funds to buy stocks. Trustee Kerns pointed out that this can't be done. According to the Public Funds Investment Act, the township is restricted as to how it can invest funds. Stock investments are against the law.
• Trustee Kerns stated that she felt that Palatine Township needed a Chief Investment Officer.
• The proposed policy on the appointment of a parliamentarian was discussed. Several changes to the proposed policy were discussed. The trustees agreed to
postpone the hiring of a parliamentarian.
• The general assistance levy automatically will add 3%. The township has a 2 1/2 year surplus in its general assistance fund.
• Discussed an ordinance establishing a policy to prohibit sexual harassment in the township. The township attorney will review this ordinance.
• Trustee Kerns questioned the attorney expense involved in having the attorney review every ordinance.
• Discussed a request to rent the township Patriot Room. The trustees requested that the use policy be reviewed and redone before approving this request.
Regular Meeting of the Board of Trustees of Palatine Township October 23, 2017 - 7:00 PM

Highlights of the meeting were:
• Trustee Andy-John Kalkounos was not present.
• The Highway Commissioner, Aaron Del Mar, displayed a sample of the boxes that will be distributed in the area to collect food for the food pantry's program, Stock the Shelves.
• There was a discussion prior to approval of last month's board meeting minutes regarding whether comments from people should be included or just actions that took place.
• There was a discussion regarding the financials and two vouchers for the attorney. The check will be held until the financials are corrected.
• A bus driver quit and the Township will be hiring a replacement. A discussion regarding how much Palatine Township pays its bus drivers in relation to other
townships followed.

  • A board member wanted a correction to the August 28, 2017 minutes in regards to the reason the township will be using $200,000 to purchase a new bus. Cook County did not approve the board's grant request to help fund a new bus. This was referenced in the Township newsletter.
  • The board approved a contract with Insulated Roofing Contractors to repair a section of the roof that lacks insulation for a cost not to exceed $68,000.
  • There will be a 10% cost increase in employee medical insurance, in the amount of $19,486.

  • The Audit of Payroll and Bills included a review of expenditures that had already exceeded the money allocated in the budget. Expenses for transportation and office equipment were in this category. Plans to review these expenses were made.
 
  • The Board of Trustees voted to initiate the process of hiring a Parliamentarian.
 
  • The Board of Trustees listened to a presentation about a replacement for their outdated phone system by a representative from Call One. Discussion of this issue was tabled so the board members would have more time to gather information about alternative choices.
